China’s General Administration of Customs (GACC) and the United Arab Emirates (UAE) Federal Customs Authority have signed a mutual recognition agreement (MRA) for the implementation of the Authorized Economic Operator (AEO) program.

China has been Dubai’s largest trading partner since 2014. The bilateral trade between the two countries totaled Dh139 billion (US$37.84 billion) in 2018. The AEO MRA will further promote trade between China and the UAE.

AEO enterprises in both countries will be mutually eligible for preferential customs clearance measures. This is particularly expected to boost partnership between China and the UAE on the Belt and Road plan.

So far, China has signed AEO MRAs with 14 countries and regions, including Singapore, South Korea, Switzerland, New Zealand, Hong Kong, Australia, Israel, EU and Japan. China’s exports to those countries and regions account for 38% of its total export values.
