U.S. Congressman Bill Owens (Rep., D-NY) recently has introduced into the House of Representatives a bill ''to amend the SAFE Port Act to provide for the eligibility of certain third party logistics providers for participation in the Customs-Trade Partnership Against Terrorism program.''

The bill, HR 5619, aims to amend the SAFE Port Act by additionally allowing non-asset based third party logistics providers that arrange international transportation of freight, including motor carrier brokers of property licensed by the Department of Transportation, to participate in the Customs-Trade Partnership Against Terrorism program known as C-TPAT.

The bill has been referred to the House Committee on Homeland Security.
