In order to regulate the trade order of import and export and strengthen the management on the import and export samples as well as advertising articles, the General Administration of Customs of China has reinforced regulations on those commodities.

Effective July 1, 2010, those samples and advertising articles valued at RMB400 and below, which were previously duty-exempted, are now taxable and require an Importer/ Exporter Customs Registration Code (a 10-digit customs code) to be provided by the importer or exporter for customs declaration.

Express service operators are concerned that this may result in a longer clearance time for shipments, and may cause delays to shipments to and from China.
