The Port of Yokohama intends to level the number of incoming container trailers by encouraging them to make bookings during off-peak hours at its container terminals, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT)’s Kanto Regional Development Bureau unveiled on Tuesday during a meeting for discussing ways to streamline container transport at the Port of Yokohama with ICT.
When a Container Fast Pass (CONPAS)-based booking program is launched, an on-chassis depot (OCD), a facility for temporarily storing chassis while they are loaded with containers, will be set up. By linking CONPAS, a port information system developed and operated by the MLIT’s Ports and Harbours Bureau, with the OCD, the port will promote off-peak bookings.
Truck drivers are forced to wait for a long time at container terminals now, turning into a social issue. Work is in progress, as such, to introduce CONPAS and booking slots to equalize the number of trailers coming to container terminals.
When the booking program is commenced, however, it is feared that in some cases, bookings cannot be made in desired slots. Claiming that a facility for making arrangements in such cases, the bureau announced a policy to introduce an OCD.
