The Vietnam Customs temporarily suspended the Vietnam Automated Cargo Clearance System (VNACCS) and the Vietnam Customs Information System (VCIS) on Aug. 6 due to technical troubles, according to the Japan External Trade Organization (JETRO). The systems had both been brought back in service by Aug. 8, but in some regions, they are still working slowly.

Having been developed based on Japan's Nippon Automated Cargo and Port Consolidated System (NACCS) and the Customs Intelligent Database System (CIS), the VNACCS and the VCIS were both introduced in Vietnam in April 2014.

The Vietnam Customs sent an official letter (3748/TCHQ-GSQL) on Aug. 6, after the systems were suspended, to its branch offices in municipality across the nation. Described in the letter were the procedures to complete export and import declarations when the systems go out of service. The Vietnam Customs instructed local officials to follow the procedures around the clock so that customs formalities would not be aborted.

When the VNACCS and the CIS were both down, it was necessary to submit customs documents to customs offices as customs declarations could not be made on the systems, a Japanese logistics service provider doing business in Vietnam said. On and after the Vietnam Customs announced the resumption of the systems on Aug. 7, however, the systems continued to work slowly, causing connection efforts to occur.
