The Just in Time Planning and Coordination Platform (JIT Platform) has been enhanced since January to become available for tankers berthing at the energy terminals and to all vessels calling at the anchorages, according to NorthStandard, a U.K. marine mutual liability insurer.  The platform was implemented in October 2023 by the Maritime and Port Authority of Singapore (MPA) for vessels berthing at PSA Terminal and Jurong Port for cargo operations.

Vessels receive a time slot approval 72 hours in advance which they are to meet. If berthing is delayed, there will be an anchorage in Singapore available for them while waiting. Should vessels arrive early, the MPA requests them to seek alternative anchorages in the region (e.g., in Indonesia and Malaysia), noting that there is currently no such anchorage area designated as Singapore outside port limits (OPLs).

Without a valid reason to call Singapore, vessels are not granted permission to anchor. Vessels already in Singapore, meanwhile, are required to have a valid reason once 36-hour idle time is exceeded.
