General port transport services that are provided under terminal operation systems will be included in the core infrastructures of the Economic Security Promotion Act, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has announced.

In July 2023, the Port of Nagoya’s Nagoya United Terminal System (NUTS) was cyberattacked, got infected by ransomware and went out of service for three days. As the cyberattack revealed the importance of ports’ roles and cybersecurity measures, the MLIT set up a dedicated council for discussing information security measures and others for container terminals. The council has analyzed the cyberattack and how it could have avoided it as well as exchanged views on what security measures should be implemented at container terminals. It has also discussed where ports should be placed in economic security and cybersecurity measures, which has led to the recent announcement.
