China (Shanghai) Pilot Free Trade Zone Administration and Customs have acknowledged 135 enterprises which have been registered in the Shanghai FTZ as Advanced Certified Enterprise (ACE), which is equivalent to the previous AA level.

General Administration of China Customs (GACC) revised its Authorized Economic Operator (AEO) classification system in December 2014, in a bid to bring China’s system into closer alignment with AEO regulations outlined in the World Customs Organization (WCO) framework.

Customs determines the status of an enterprise based on the new Measures for Enterprise Credit Management (MECM) which classifies enterprises into four categories: Advanced Certified Enterprise (ACE), General Certified Enterprise (GCE), General-credit Enterprise and Discredited Enterprise.

MECM embraces the advanced philosophy of standards of the AEO legislations advocated in the WCO framework. Certified enterprises enjoy more facilitated customs clearance procedures, while discredited enterprises will be subject to stricter customs scrutiny.
