China's National Development and Reform Commission (NDRC) has said that a number of major shipping lines in Asia have sent a letter to the NDRC indicating specific measures to regulate their behavior of imposing various surcharges. They will cancel fees for shipping and ancillary services and lower fees related to documentation.

In September, the State Council called for investigation on whether fees and charges of shipping lines and freight forwarders have been properly collected in compliance with the Chinese regulations. In response to this call, seven Chinese state departments including the Ministry of Transport and the Customs General Administration released a public notice to crack down on excessive shipping charges.

According to the NDRC, Japan's Nippon Yusen Kaisha (NYK), Kawasaki Kisen Kaisha (''K'' Line), Korea's Hanjin Shipping and Hyundai Merchant Marine (HMM) as well as Taiwan's Evergreen Marine, Wan Hai Lines and Yang Ming Marine Transport were among the firms reducing or have reduced their surcharges.
