China's Ministry of Transport announced last Wednesday that it intends to shift its non-vessel operating common carrier (NVOCC) administrative privileges to local governments in a bid to further implement the decentralization and promote transformation of government functions. The NVOCC pilot scheme will start in Shanghai from May 15, 2014.
Under the trial program, NVOCCs in Shanghai will be required to apply for business registration, maturity extension or other changes with the Shanghai Municipal Transport responsible authorities. The local authorities will also supervise NVOCC operations.
