In light of the upcoming implementation of the Advance Filing Rules (AFR) by Japan Customs on March 1, 2014, the manifest transmission for export cargoes to Japan will now be required to be reported electronically by a vessel operator or a non-vessel-operating carrier (NVOCC) to Japan Customs 24 hours before departure of the vessel from a port of loading. Failure or any late transmissions may incur fines.

Melbourne-based ANL has announced they will introduce the Advanced Manifest Lodgement Fee of $25.00 per B/L, effective March 1, 2014.

Hong Kong-based OOCL will implement the Advanced Manifest Security Charge of US$25 per B/L and Advanced Manifest Amendment Charge of $40 per B/L, effective March 9, 2010. COSCON also announced the collection of the Advance Filing Surcharge of $30 and the Advance Filing Amendment Fee of $40.  

Japanese lines have unveiled the implementation of charges related to the Japan Customs 24 hour advanced manifest regulation with effect on March 10 as follows:

Nippon Yusen Kaisha (NYK)
-- Advance Manifest Submission of $30 per B/L
-- Advance Manifest Amendment Fee of $40 per B/L

Mitsui O.S.K. Lines (MOL)
-- Customs Advanced Information Charge of $30 per B/L
-- Correction Charge of $40 per B/L
