China's Ministry of Transport, as part of its decentralization initiatives, has decided to transfer its administrative licensing authority for NVOCCs to individual provincial transport departments. The first trial process will start in Shanghai in the second quarter of this year.
Under the pilot scheme, NVOCCs may apply for approval of their business license to the nearest local transport authority instead of the Ministry of Transport.
The pilot program will start in April in Shanghai and be extended to other district in the country with completion in 2015.
