The Mexican Government has issued an Official Journal which modified its General Rules on Foreign Trade, which involves the nation's Rail Advanced Manifest rule.

The journal said effective June 10, 2013, it will become mandatory for railway companies performing transactions on the northern border of the country to transmit electronically to Customs through ''VUCE'' (Ventanilla Unica de Comercio Exterior, or International Trade Unique Window) the information contained in the cargo manifest and the list that covers merchandise at least two hours prior to crossing Mexico's northern border.

Customs brokers and agents are also required to validate and pay before the cargo crosses the border.
