Negotiations between the International Longshoremen's Association (ILA) and their maritime employers United States Maritime Alliance (USMX) over a new master contract broke down on Wednesday. ILA President Harold Daggett has warned likelihood of a strike after the current contract expires on September 30, for the first time since their negotiations began in March. This may stir up fears of cargo diversions to Pacific coast ports of North America preceding to the contract expiration on September 30.

ILA is the largest union of maritime workers in North America, representing upwards of 65,000 longshoremen on the Atlantic and Gulf Coasts, Great Lakes, major U.S. rivers, Puerto Rico and Eastern Canada.
