Brazilian ports have been experiencing significant backlogs and delayed cargo releases due to stricter imports controls by Brazilian Customs Authorities.

The Brazilian Federal Revenue Secretariat ordered in March new imports measures known as the ''Red Tide'' in slang in an effort to combat smuggling and under-payment of duties. The new operation requires physical inspection of goods and documents lots and thus the number of inbound containers placed on hold pending has significantly increased. Accordingly imports face delays in clearing customs.

All ports in Brazil have been adversely affected to some degree. The nation's gateway port of Santos, among others, is experiencing significant congestion.

The Red Tide operation is reportedly to continue through June/July, and the chances are that it may go further.
