China's General Administration of Customs (GAC) has been cracking down on smuggling activities under the nationwide operation code-named ''Shield of Gate. '' Customs inspection of import cargoes have been strengthened at Chinese ports. Particularly in Shanghai which is preparing a pilot program for paperless customs proceeding scheduled to start on June 1, 2012, custom's stricter administration of legitimate companies, increased cargo inspections and scrupulous checking on documents are reportedly causing short shipments and delayed cargo releases. Shippers and freight forwarders are called for self-audits focusing on commodity classification, correct cargo description and preparation of required papers and earlier carry-in of cargo to the designated place.
