The Ministry of Foreign Affairs’ (MOFA) International Cooperation Bureau on June 27 unveiled important policies for international cooperation that Japan will implement in fiscal 2011 (April 2011-March 2012).

As a top priority, Tokyo will undertake official development assistance (ODA) programs to facilitate reconstruction from the Great East Japan Earthquake in partnership with the global community.

Japan will make diplomatic efforts to carry out restoration projects, which are divided into two groups.

The first group is made up of important policies for utilizing know-how of non-governmental organizations (NGOs) for international cooperation, development consultants and others; supporting areas devastated by the earthquake; and undertaking anti-tsunami measures jointly with other nations.

The other group consists of policies to promote in other countries, such as those for developing ports and harbors, ports and harbor logistics and other infrastructure projects; improving environments for trade and investment; spreading Japan’s environmental technologies; dealing with climate change; and securing resources and energy on a constant basis.

Japan will also make other efforts to become a country trusted by others, which include policies for assisting the development of the Mekong River basin and keeping other commitments that Japan has made, and for taking specific responsibility as a major member of the global community.

In respect to the development of infrastructure projects in other countries, Japan will provide yen loans to upgrade business infrastructure facilities (e.g. ports and harbors, airports and roads) that are important for Japanese enterprises to make inroads.

Meanwhile, to support related infrastructure and model projects, Japan will offer grant aid programs.

In Asia, in particular, Japan will provide a total sum of more than 500 billion yen over the three years until fiscal 2012 for logistics and other improvements in the Mekong River area.
