Mexico Customs will introduce mandatory Advanced Manifest System (SAM) for air cargo, effective May 1, 2011.
Under the new regime, shippers will be required to file an advanced electronic declaration for goods being carried by air to allow Mexican Customs to assess the security risk of cargo into and out of the customs territory of Mexico. The regulation applies to both inbound and outbound cargo.
The SAM data must be filed with Customs upon departure for short haul flights with flying time of less than four hours, and at least four hours prior to arrival at the first airport within the Mexican territory for long haul flights with flying time over four hours.
