The U.S. Federal Maritime Commission (FMC) will study the impact of the European Union's October, 2008, repeal of its liner conference block exemption. It will include analysis of changes in carrier market structures, competition, agreements, services, vessel capacity, rates and surcharges. The study also will explore the extent to which the repeal altered liner cargo growth and/or the mix of commodities shipped and the competitiveness of U.S. container exports.

FMC's Bureau of Trade Analysis is now preparing questionnaires for shippers, shipping lines and intermediaries.

The study will be launched after approval of the commissioners' meeting slated for October 27. The final report will be completed in October 2011.
