The Tomakomai Port Authority (TPA) in Japan recently introduce a new port fee incentive for vessels running low-carbon and carbon-free fuels. The port authority also reviewed the previous incentive that it had imposed in accordance with the Environmental Ship Index (ESI) program of the International Association of Ports and Harbors (IAPH), which it joined in April 2021.
The new port entry fee incentive consists of a 5% reduction for ships powered by low-carbon fuels and a 25% reduction for those powered by carbon-free fuels. Under the previous incentive program, port entry fees are now reduced by 10% for ships having a score of 30 ESI points or higher.
Ships can receive both incentives if they are both apply. The incentive programs will be available from April 1 through March 31, 2031.
