The National Federation of Dockworkers Unions of Japan (Zenkoku Kowan) and the Japanese Confederation of Port and Transport Workers’ Union s (Koun Domei) inform The Japan Harbor Transportation Association (Nikkokyo) yesterday that they will stage a 24-hour strike from their opening times on Sunday.

Zenkoku Kowan and Koun Domei met with Nikkokyo for the third central bargaining session in the 2025 spring wage negotiations yesterday. Zenkoku Kowan and Koun Domei did not have new responses from Nikkokyo.

Zenkoku Kowan and Koun Domei feel that it is unlikely to have more responses from Nikkokyo for the time being, indicating that the strike is unavoidable. It would be the first strike since April 2019.

At the meeting, Nikkokyo said that it was considering formulating a document to distribute among shippers on appropriate ways to pass wage hikes to price increases. However, it said it would be difficult to have joint names with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

Zenkoku Kowan and Koun Domei are demanding a wage hike of 7% or more, or ¥20,000 (US$134) or more.
