The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan's Kanto Regional Development Bureau will begin imposing penalties at the Port of Yokohama's Minami Honmoku Pier on a full scale in May. The bureau intends to operate the Container Fast Pass (CONPAS), a port information system developed by the ministry, more appropriately at the pier, where the system is in action round the clock.
From May, when customers pulls 15 no-shows, they will be suspended from using CONPAS. A first suspension will keep them from using the service for five business days; a second, 10 business days; and a third, 20 business days. The customers will be banned from accessing CONPAS to make, change or cancel bookings for those days. They will, as such, not be allowed to deliver containers to and from the pier, either. In case customers make or cancel 300 bookings a month, they will be removed from CONPAS the following month. If this is the case, they will only be able to make same-day bookings for vacant lots.
The penalties will be partially imposed on a trial basis in April. From next month, if customers are late for their bookings, they will not be allowed to make any more bookings or cancel bookings.
