Kobe-Osaka International Port Corp. (KOIPC) will launch a subsidy system to support cargo truck and trailer operators so that they can enhance their systems to build connections with Container Fast Fass (CONPAS), a port information system developed by Japan’s transport ministry. To expand the use of CONPAS at the ports of Osaka and Kobe, the Kobe-based port operator has revised its outline of granting subsidies for the introduction of CONPAS at Hanshin Port, which is made up of Osaka, Kobe and other nearby ports, to ease container pile-up.
In Osaka, CONPAS has been in operation since March 29 at the Port of Osaka’s Dream Island Container Terminal (DICT) under a partnership among KOIPC, the government of Japan and the city Osaka. In Kobe, meanwhile, KOIPC worked together with Tokyo and the city of Kobe to implement CONPAS at the Port of Kobe’s PC-18 Container Terminal on Sept. 27. KOIPC has since been promoting CONPAS at both ports as it requires some time before the system is fully popularized.
KOIPC will add cargo truck and trailer operators to its list of eligible grant recipients. To help them upgrade their systems to establish links with CONPAS, it will subsidize up to one-third of total expenses at the Port of Osaka and up to two-thirds at the Port of Kobe.
