The Japan Harbor Transportation Association (Nikkokyo) reached a tentative agreement with the National Federation of Dockworkers Unions of Japan (Zenkoku Kowan) and the Japanese Confederation of Port and Transport Workers' Unions (Koun Domei) yesterday at their fifth collective bargaining session in the 2023 spring labor offensive. However, it was not the conclusion of their negotiations. Zenkoku Kowan and Koun Domei intends to support all affiliated unions until they win wage hikes and sign a final deal when they do. As such, the three parties agreed to have a recess for a month or so and meet again for a final conclusion.

Zenkoku Kowan and Koun Domei filed a notice in March to claim they would retain their rights to take actions. They, however, did not withdraw it. They will recommend by the end of the month that negotiations will advance in each region, and that the regions inspect that efforts will be being made to receive appropriate rates.

It was clearly stated in an agreement draft that Nikkokyo and original contractors will do business with shippers and customers when having apprehended why they are demanded to understand and cooperate on the package of policies to smoothly pass on increased costs to create value through partnerships.
