The Organisation for Economic Co-operation and Development (OECD)'s International Transport Forum (ITF) recommended in a report that it unveiled on Tuesday that governments enhance their authorities to monitor competition in shipping and reconsider competition arrangements for liner shipping. The ITF also said that the existing regulations are in favor of alliances and consortia, leading to raising freight rates and disrupting supply chains. Entitled “Performance of Maritime Logistics,” the report assesses disruptions to container shipping that began in 2020 and causes and impacts. It is also recommended that competition authorities and regulators require prior consents when alliances and consortia jointly withdraw from trade routes. The report proposes that they restrict carriers in alliances from forming consortia with those in different alliances. It is claimed that they could require consortia to dissolve when members' combined market shares reach certain thresholds.
