The Japan Commercial Arbitration Association (JCAA) will on May 2 begin accepting applications for the issuance of ATA carnets for commodities destined to Vietnam. The carnets will be issued exclusively for goods to be used at exhibitions, fairs and meetings that go through customs as commercial products and are hand-carried. Collaterals amounting to 50% of overall commodity values will be applied. Commodities listed in single carnets cannot go through customs separately. On Dec. 20, 2021, the Vietnam Chamber of Commerce and Industry (VCCI) joined the International Chamber of Commerce (ICC)’s ATA Carnet Guarantee Chain, becoming its 79th member. The membership will lead to the implementation of the ATA Carnet system for Vietnam on May 1, 2022.

The ATA Carnet is a document for exporting merchandise samples, commercial materials, articles on display at exhibitions and other commodities overseas without paying duties (valid for a maximum period of one year after issuance). Known as merchandize passports or passports for goods, carnets are issued in accordance with the Customs Convention on the ATA Carnet for the Temporary Admission of Goods.
