The Central Board of Indirect Taxes and Customs (CBIC) of India's Department of Revenue, Ministry of Finance on Friday issued the Notification No. 66 / 2020-Cusoms, which further postponed the implementation of its Sea Cargo Manifest and Transhipment (Second Amendment) Regulations, 2020. Now they will take effect from August 1, 2020.

The amended regulations will require shipping lines to submit import manifest details to Indian Customs prior to vessel departure from last port of call before calling India, for all containers which are going to discharge at any port in India or are discharged for transhipment at any of the ports in India. In order to meet the above requirement bill of lading (B/L) need to be ready 72 hours prior to vessel sailing from last port of call.
