India Delays Implementation of Automated Manifest System India's Central Board of Indirect Taxes and Customs (CBIC) has postponed implementation of the Sea Cargo Manifest and Transshipment Regulation (SCMTR) to February 16, 2020. It was to be introduced on November 1, 2019.

The rule will require shipping lines, exporters and importers to comply with the defined timelines for the cargo manifestation for imports arriving in India and for exports out of India and the transshipment via Indian ports. Penalties ranging from INR 50,000 to INR 200,000 will be imposed for any incompliance on or after February 16, 2020.
