In accordance with the Common Customs Law of the Gulf Cooperation Council (GCC) states specifying the requirement of submission of the sea export manifest by all shipping lines/agents, all shippers are requested to furnish shipping instructions within SI cut-off and 24 hours prior to vessel arrival, effective February 1, 2018, according to APL's website news.

The cargo description provided on the B/L must precisely match the customs export declaration processed. In case of any discrepancies, amendments, delays or failures to submit the sea export manifest, shippers would be subjected to customs penalties. If amendments to the sea export manifest are required, they are also responsible for the applicable amendment charges.
