Pressing ahead with building the Single Window and realizing nationwide integrated customs clearance, China's General Administration of Customs (GACC) has taken the lead and worked with other competent government authorities and local governments to fully implement the supply-side structural reform and the reforms to streamline administration, delegate power, and improve regulation and services.

Sound progress has been made in promoting nationwide integrated clearance by endeavors to realize, with each port authority's own integration reform as the foundation, the Single Window as the platform and the 3M principle (Mutual exchange of information, Mutual recognition of control, Mutual assistance of enforcement) as the institutional guarantee. 
 
Firstly, integration reforms by each of the port authorities have taken shape. The Ministry of Public Security has basically achieved the integration of immigration inspection service through nationwide adoption of the entry and exit immigration inspection information system, which helps to unify rules on law enforcement and duty-performing. The Ministry of Transport has put in place unified ship safety supervision and management system and has fully achieved the integration of ship clearance. The Administration of Quality Supervision, Inspection and Quarantine has realized inspection and quarantine clearance by allowing businesses to choose where to have their goods declared, examined and released.

Exported goods can be examined at the place of production and imported goods can be released at ports and later examined at the destination. GACC is building the targeting center and tax administration center. Enterprises are able to complete all Customs clearance formalities at any Customs office. While security risks are fenced off at ports, over 95% of price review and classification operations take place after cargo release. The nationwide integrated clearance reform has taken a new step forward.
 
Secondly, Single Window further facilitates trade. 17 provinces and cities have put in place the Single Window. Enterprises are now able to provide information required by all port authorities with a single submission through the Single Window. To achieve a unified standard for major functions, a standardized version of the Single Window is being developed, which consists of 9 functions including declaration of cargo and means of transportation and payment of taxes and fees. By the end of this year, the new version will run at all ports across the country.
  
According to the timetable for the reform, the nationwide clearance integration is expected to be achieved in 2017. In the first half of this year, the two Centers will be put into use and all transport modes as well as all chapters of the tariff schedule will be covered.
