According to the Regulations of People’s Republic of China on International Maritime Transportation and the Implementing Rules of the International Container Liner Precise Freight Filing, China's Ministry of Transport has issued a notice which would require ocean shipping lines to file, after their self-examination, surcharges including Terminal Handling Charges and other shipping related additional charges with the Shanghai Shipping Exchange (SSE) by June 30, 2015.

The ministry said some container shipping operators are implementing THC increases without filing, thus adversely affecting fair competition in the international shipping market.

The move aims to strengthen supervision of carriers' malpractices focusing on THC-related behaviors.
