China Customs allegedly plans mandatory filing of House B/L data on its Advance Manifest (CCAM) system effective March 1, 2015.

The full enforcement of the new CCAM 24-hour rule began in Shanghai from June 2014 and has been extended to other districts including Shenzhen, Xiamen, Fuzhou and Yantai.

Once the filing of House B/L data is required by China Customs, non-vessel-operating common carriers (NVOCCs) would submit them electronically via service providers no later than 24 hours before departure of the vessel from a port of loading.
