China Customs has announced a full enforcement of the new China Customs Advance Manifest Rule (CCAM) known as the ''24-hour rule'' for all China import cargoes that with effect from October 15, 2014.

Under the CCAM regulation, Customs now requires submission of EDI declaration 24 hours prior to loading of the cargo in the port of loading or port of transhipment against the voyage entering Chinese waters.

Excluded from the regulation involve cargoes bound for or transhipped via Hong Kong and Macau, FROB (freight remaining on board) over a China port), Ro/Ro cargo, carrier-owned empty containers and break bulk cargo.

The CCAM 24-hour rule was fully enforced first in Shanghai on June 28, 2014.
