The Israeli Customs Authority will implement its own version of the Entry Summary Declaration (ENS) known as ''24-Hour Rule'' on July 1, 2013. The purpose of this new regulation is to allow Israeli Customs to perform a cargo risk assessment and initiate preventive action against an identified risk.

The rule requires carriers to lodge electronically the Entry Summary Declaration (ENS) for all goods brought into Israel, no later than 24 hours prior to start of loading onto the Israel-bound vessel at the loading port. It includes freight remaining on board (FROB) the vessel while it is calling at an Israeli port.

Required data elements include:
 ・Names of Shipper/Consignee
 ・Description of cargo
 ・HS code (6 digit)
 ・Cargo gross weight (in kilograms)
 ・Number of packages
 ・Container number/Seal number
 ・UN Code for dangerous goods
 ・Vessel name
 ・B/L number
 ・Place of cargo delivery
 ・Shipping agent number
