Nippon Automated Cargo and Port Consolidated System, Inc. (NACCS Center) held the information session regarding the Advance Filing Rules known as ''24-Hour Rule'' in Shanghai China on Mar 26-27 and Ningbo on Mar 28, 2013 co-hosting with overseas service providers.
NACCS and service providers made presentations on the system operation, roles of a service provider, and application process of Reporter ID of the Advance Filing Rules, followed by the Q&A session.
The Advance Filing Rules will require vessel operators and NVOCCs to electronically submit to Customs information on maritime container cargoes to be loaded on a vessel intended to entry into a port in Japan, in principle no later than 24 hours before departure of the vessel from a port of loading. The Rules will be implemented in March 2014.
