Customs authorities of South Korea and China agreed last week to move ahead toward the conclusion of a Mutual Recognition Arrangement (MRA) agreement on the Authorized Economic Operators (AEO) programs.

The two countries aim to conclude the AEO MRA next year after completing the examination of joint screening steps within this year.

The Korea Customs Service implemented a full-fledged AEO program in April 2009. In Korea, entities are categorized into nine groups: exporters; importers; customs; brokers; warehouse operators; transporters; freight forwarders; ocean carriers; air carriers; and ground handlers.

China had transformed the AEO concept into an internal program named Measures on Classified Management of Enterprises (MCME) which entered into forced in April 2008.

Once the MRA was concluded, AEOs in one country would receive clearance benefits at the same level with AEOs in the counterpart country.
