Vietnam's northern gateway port of Haiphong has been seriously affected by backlogs in a reefer container yard. A carrier says the import reefer containers are now much more than the yard capacity and available reefer plugs, leading to serious congestion. Some shipping lines have declared they will not be accepting any reefer bookings to Haiphong until further notice while Westbound Transpacific Stabilization Agreement (WTSA) lines are implementing on a voluntary basis the Haiphong Reefer Congestion Charge of US$500 per 40-foot container, effective July 1, 2010.

Carriers say the congestion situation will continue for the time being.
