A survey proved that Container Fast Pass (CONPAS)--a port information system developed and operated by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT)’s Ports and Harbours Bureau--is becoming widespread among overland transport service providers carrying containerized shipments to and from the Port of Tokyo.

In the survey conducted from September to November 2025, 86% of respondents said they want to continue to use CONPAS. Average waiting times at container terminal gates were shorter for vehicles making bookings in advance than for those not.

As many overland service providers expect booking slots to be expanded for the round-the-clock operation of CONPAS, the Port of Tokyo will continue to work to develop 24/7 operations at more terminals and run booking acceptance more effectively to promote and popularize the system.

The Tokyo Metropolitan Government (TMG)’s Bureau of Port and Harbor, Tokyo Port Terminal Corp. (TPTC), The Tokyo Harbor Transportation Association, and the MLIT’s Kanto Regional Development Bureau continued to work on the CONPAS-based booking system in fiscal 2025 at the Port of Tokyo’s Oi, Aomi, and Outer Central Breakwater Wharves.
