The Vietnam Maritime Administration (Vinamarine) has proposed a 10% increase of container handling fees to help port and harbor terminal operators acquire more resources to upgrade service quality and making reinvestment. The proposal has been made as part of a revision made by Vinamarine of Circular 54/2018/TT-BGTVT, which was issued by the ministry in 2018.

According to Vinamarine, Vietnam has two deep-water seaports: Lach Huyen in the north and Cai Mep-Thi Vai in the south, both of which are capable of receiving large containerships and competing with other ports in Southeast Asia.

In Vietnam, however, container loading and unloading charges are lower than the ASEAN average. Statistics show that the loading and unloading charges at the nation's deep-water seaports are equivalent to just 59% of those in neighboring countries, and 85% of those at Phnom Penh Port, Cambodia, for example. Increasing container handling fees, a major part of terminal handling charges (THCs), is reasonable to help ports secure resources for reinvestment, expansion and enhancing service quality, Vinamarine has said.
