An NX Logistics Research Institute and Consulting executive gave a presentation at a webinar organized on Wednesday by Japan International Freight Forwarders Association (JIFFA)’s Public Relations Committee. Managing director Hiroaki Oshima discussed the so-called 2024 issue, circumstance changes surrounding logistics that have led to it and possible impacts of the issue. He also proposed specific actions to take to address the issue to realize sustainable logistics. The committee had received applications for the workshop from as many as 430 people, indicating the issue is receiving considerable interest from relevant parties.

As for the 2024 issue, Oshima explained major changes that will be made. With detailed data, he said the number of hours for which drivers can work overtime will be limited to 960 hours a year. The premium wage rate will also be raised to 50%. he added.

The number of hours for which workers must be on duty will be limited to 3,300 a year, Oshima said. NX Logistics Research Institute and Consulting has calculated that due to the regulation, 14.1% of the total transport capacity in fiscal 2019 will be lost, which is equivalent to a capacity of 400 million tons for trucks. By commodity, the regulation will have a severe impact on agricultural and fisheries products, which will lose 32.5% of capacity. By region, it will have worse influences on long-distance transport, with shipments to and from the Chugoku region losing 20% and Kyushu, 19.1%.
