The Japan Harbor Transportation Association (Nikkokyo) will resume central bargaining sessions with the National Federation of Dockworkers Unions of Japan (Zenkoku Kowan) and the Japanese Confederation of Port and Transport Workers' Unions (Koun Domei) on Nov. 28.

Their talks have been in recess since May, when Zenkoku Kowan and Koun Domei had maintained a hardline stance, saying that achieving major wage hikes was the most important challenge in this year's spring offensive, and that it would end in the air if they reach an agreement when still under negotiation on individual wages.

A labor-management meeting was convened on Wednesday at the proposal of Nikkokyo. On behalf of shipping companies, representatives from the Japan Foreign Steamship Association (JFSA) and the Japanese Shipowners' Association (JSA) visited Nikkokyo Chairman Masami Kubo on Nov. 9., at which a request was made for cooperation on year-end and New Year cargo handling work.

As for appropriate rates demanded by the unions during the spring offensive, it was announced that an agreement had officially been reached between shipping companies and prime contractors. As such, the unions decided to accept the Nikkokyo request, having confirmed the conclusion of the rate issue. They also agreed to resume negotiations with Nikkokyo later this month.
