The Norfolk Southern Railway (NS) will close all gates to intermodal traffic at noon on Wednesday local time, suspending the acceptance of new shipments and empty containers. Strikes and lockouts could be staged when the cooling-off period comes to an end on Friday.

The Brotherhood of Locomotive Engineers and Trainmen (BLET) and International Association of Sheet Metal, Air, Rail and Transportation Workers' Transport Division (SMART-TD) - have not signed contracts with the National Carriers' Conference Committee (NCCC), which represents 30 American freight railroads. The unions issued a joint statement on Sunday, claiming that it was railroads that had rejected to reach agreements with them. They added that railroads had declared an embargo to provoke congressional, but that it had only ended up locking out customers and harming supply chains. They also said they would never yield to such actions.
