According to carrier sources, the Iraqi government has issued a circular which announced strict enforcement of the regulation in 2013. Effective October 1, 2019 (import clearance time), Certificate of Origin and Commercial Invoice for all Iraqi imports must be stamped by the Iraq Embassy at the country of origin. Otherwise, any penalties and delay will be attributed to the cargo owner.
