The Ministry of Finance (MOF) intends to incorporate antiterrorism measures in fiscal 2017 (April 2017-March 2017) tariff reforms. More specifically, it is considering enhancing the system under which advance notices are required for airline passenger and crewmembers as well as air cargo.

According to proposed amendments, the MOF plans to introduce a new requirement to report passenger name records (PNRs) for outbound airline passengers. It is also thinking about reinforcing the advance passenger information (API) rule for inbound air flights, demanding reports to be made earlier.

As for airfreight, the ministry intends to add new cargo information items—i.e. information on consignees and cargo transporters as well as Air Waybill (AWB) information provided by forwarders—and make it a rule to make reports to the Nippon Automated Cargo and Port Consolidated System (NACCS). However, the ministry plans to introduce this system in fiscal 2018, as making reports to the NACCS will require both the public and private sectors to spend some time developing a necessary system.
