China’s Ministry of Transport has begun working to revise its regulations to supervise international seaborne shipping services and clamp down violations. With the Regulations on International Maritime Transportation, Beijing has been managing oceangoing shipping services and encouraging the nation’s shipping industry to grow soundly since 2002. However, it has been more than 10 years since the regulations were implemented. In the meantime, environments surrounding international shipping have changed drastically, with examples including the establishment of free trade zones, the advancement of information technology (IT) and the enforcement of antimonopoly act. Taking these developments into consideration, the government has decided to revise the regulations.

As a preparatory step towards the revision, the ministry recently demanded its regional bureaus, compatriot shipping companies and other parties to submit opinions by February 4 on, among others, the implementation of Regulations on International Maritime Transportation in regional municipalities; impacts that have been made by the regulations; and efforts that have been made to deal with free trade zones, IT, the antimonopoly act and other developments.
