The Bureau of Customs (BOC) of the Philippine Department of Finance will allegedly implement, effective August 17, full-fledged operation of mandatory submission of manifests for air cargo under the Customs Memorandum Order (CMO) No. 10-2015. The CMO took effect on May 11, 2015. Beginning then, a pilot has been in force. Now, after two months of the trial period, all manifests for air cargo will be required to be filed electronically two hours before arrival with the BOC through the electronic-to-mobile (e2m) system using service providers.
