The General Administration of Customs of China (GACC) will expand its paperless customs clearance pilot program to all China's customs districts from May 2013, in a bid to facilitate customs clearance formalities and reduce administrative costs.

The pilot paperless program applies in the 12 customs bases including Beijing, Tianjin, Shanghai, Nanjing, Hangzhou, Ningbo, Fuzhou, Qingdao, Guangzhou, Shenzhen, Gongbei and Huangpu. From May 1, the program will be expanded to cover all business fields in the 12 customs regions. In addition, another 30 customs bases will be able to pick one to two customs business fields for the paperless custom clearance process.
