Prime Minister Yoshihiko Noda’s Cabinet on March 6 agreed on a bill to ensure safety for transporting international intermodal containers by trailer. It was submitted to the ongoing ordinary Diet session on the same day.
The bill is designed to ensure safety for the inland transport of containers, preventing trailer overturns and other accidents.
It is made up of the following three main points:
(1) Conveying information on containerized shipments: consignees will be required to obtain information on containerized shipments from consignors, such as items in containers and weights, and relay the information all the way to truck drivers.
(2) Finding imported containers that are left in inappropriate conditions at ports and harbors and correcting the inappropriate conditions: To prevent containers from being transported in inappropriate conditions, such as overloads and unbalanced loads, consignees will be required to find containers left inappropriately at ports and harbors. They will also be required to take necessary actions to this end.
(3) Having trucking companies and truck drivers comply with rules: Trucking companies and truck drivers will be required to promote safe operations, having to receive safety guidance and obtaining container information.
