The Customs and Tariff Bureau of Japan's Ministry of Finance has warned shipping lines and non-vessel-operating common carriers (NVOCCs) of inconsistency and incorrect input of cargo manifest information in filing cargo information through Japan's Advance Filing Rules (AFR) known as ''JP24'' which has been put into operation since March 1, 2014, posting ''Points of Attention for Filing Cargo Information'' on the Website of Japan Customs (http://www.customs.go.jp/).

The bulletin says that there have been discrepancies of, among others, Master B/L Number and Vessel Information, and input failure of Port of Discharge Code with regard to the Advance Filing Rules on Maritime Container Cargo Information, which have been operated since March 1, 2014.

Shipping company is required to provide the contracted NVOCC with the Port of Discharge Code, vessel information (Vessel Code, Voyage Number, Carrier Code, Port of Loading Code, Port of Loading Suffix) and Master B/L Number which are filed through the Advance Cargo Information Registration (AMR).

It is also required that shipping lines confirm whether the NVOCC has completed filing of cargo information based on the relevant House B/L through the Advance Cargo Information Registration.

NVOCCs are required to file the Port of Discharge Code, vessel information and Master B/L number same as what is filed by the shipping.

They are also required to provide the shipping company with the Master B/L Number related the cargo information which is filed through the Advance Cargo Information Registration.

The Customs and Tariff Bureau has reminded the concerned parties of Points of attention for filing the cargo information as follows:

1. Discrepancy information regarding Master B/L number.
2. Discrepancy information regarding vessel information
3. The Port of Discharge Code
4. Master B/L Identifier
5. House B/L Register Completion Identifier
6. Notify Party
7. Telephone number
8. Goods Description
9. Harmonized System Code (HS code)
