The Bureau of Customs (BOC) of the Philippine Department of Finance has issued a Customs Memorandum Order (CMO) No. 10-2015 which concerns mandatory submission of manifests for air cargo. This CMO is effective on May 11, 2015. Beginning then, all manifests for air cargo must be filled electronically with the BOC through the electronic-to-mobile (e2m) system using service providers.

Airlines and air express operators are required to submit flight schedules to the Aircraft Operations Division of the Customs office of the airport to which the flight must arrive at least one month in advance.
